San Ramon 2040 General Plan Draft Environmental Impact Report

The Draft Environmental Impact Report (DEIR) for the San Ramon 2040 General Plan is now available for a 45-day public review and comment period from August 30, 2023 to October 16, 2023.

General Plan 2040 Update -Public Review Draft Elements

The City Council and Planning Commission have begun the public review process of the General Plan 2040 Update, which will continue into Summer 2023. The Draft General Plan Elements and proposed General Plan Land Use and Zoning Map Exhibits are now available for public review. 

The San Ramon General Plan 2040 Update includes the updates to the various elements: (1) Economic Development, (2) Growth Management, (3) Land Use, (4) Traffic and Circulation, (5) Parks and Recreation, (6) Public Facilities and Utilities, (7) Open Space and Conservation, (8) Safety, (9) Noise, (10) Air Quality and Greenhouse Gas. The Project also includes an update to the Climate Action Plan, amendments to the San Ramon Village Specific Plan, repeal of the North Camino Ramon Specific Plan, associated Municipal Code Zoning Ordinance amendments, and Zoning Map changes that will implement the General Plan.

2023-2031 Housing Element!

On February 27, 2023, the California Department of Housing and Community Development (HCD) found the City of San Ramon’s revised Adopted 2023–2031 Housing Element to be in substantial compliance with State Housing Element Law.

San Ramon is the first city in Contra Costa County and the Tri-Valley to receive certification!

Adopted 2023-2031 Housing Element

At the City Council meeting on January 30, 2023, the City Council adopted Resolution No. 2023-017 adopting a General Plan Amendment (GPA 2021-0001) to repeal the 2015-2023 Housing Element and adopt the Housing Element of the General Plan for the period of 2023-2031 in compliance with State Housing Element Law.

On February 27, 2023, the California Department of Housing and Community Development (HCD) found the City of San Ramon’s revised Adopted 2023–2031 Housing Element to be in substantial compliance with State Housing Element Law.

Revised 2023-2031 Housing Element

On October 18, 2022, the California Department of Housing and Community Development (HCD) provided the City of San Ramon comments on the Draft 2023-2031 Housing Element along with a list of revisions necessary to comply with State Housing Element Law. In consultation with HCD, the City has prepared an update to the Draft Housing Element using “tracked changes” that show revisions to the document in underlined and/or highlighted yellow text. In accordance with AB 215, the Revised Draft 2023-2031 Housing Element (dated December 2022) is available for a 7-day public review period, from December 21, 2022 through December 27, 2022.

2023-2031 Housing Element: HCD Review Draft

In July 2022, the City submitted the 2023-2031 Housing Element to the  California Department of Housing and Community Development (HCD) for review and consideration. This submittal marks a major milestone for the General Plan 2040 Update. Through robust community engagement, the City developed this important document to establish housing policies and goals to help meet the City's housing needs. This Housing Element is intended to direct residential development and preservation in a manner consistent with the San Ramon General Plan and overall requirements of the State Housing Element law.

Notice of EIR Preparation and Scoping Meeting

Notice of Preparation.

The City of San Ramon is preparing a General Plan Amendment (GPA 2021-0001) to update all General Plan Elements, including the Housing Element, and update the Climate Action Plan (CAP) to guide growth and development through 2040.  The City has determined that preparation of a programmatic Environmental Impact Report (EIR) is necessary to evaluate potential environmental impacts of the General Plan 2040 and CAP Update pursuant to the California Environmental Quality Act (CEQA).  This Notice of Preparation (NOP) provides a summary of the plans, the City’s preliminary identification of the potential environmental issues to be analyzed in the programmatic EIR; and information on how to comment on the scope of the EIR.

The City requests your review and consideration of this notice and invites input and comments from interested agencies, persons, and organizations regarding the preparation of the General Plan 2040 and CAP Update EIR. Comments in response to this notice must be in writing and submitted to the Lead Agency Contact below by 5:00 p.m. on Monday, July 25, 2022.

EIR Scoping Meeting.

The Planning Commission will hold a public EIR scoping meeting.  The Public EIR scoping meeting will provide an opportunity for agency staff and interested members of the public to submit verbal comments on the scope of the environmental issues to be addressed in the EIR. No decisions concerning the proposed plans will be made at this meeting.

When: Tuesday, July 5, 2022 at 7:00 p.m.

Where: City Hall Council Chambers located at 7000 Bollinger Canyon Road.

 The full meeting agenda with instructions to view or participate via teleconference or in person will be available online at least 72 hours prior to the meeting at www.sanramon.ca.gov/meeting under the July 5, 2022 event date.

Retail Development Opportunities Analysis

The San Ramon Retail Development Opportunities Analysis is intended to address market demand conditions and provides related policy/strategy recommendations to optimize future retail development opportunities in the City of San Ramon.

This analysis addresses regional, local, and societal trends, and is intended to provide an update to a 2017 study prepared by BAE Urban Economics. This analysis will further inform future discussions and priorities for the Growth Management, Land Use, and Economic Elements as part of the General Plan Update process.

2023-2031 Housing Element: Public Review Draft

On May 13, 2022, the City of San Ramon reached a major milestone in the preparation of the 2023-2031 Housing Element for the General Plan 2040 Update. Through robust community engagement, the City developed this important document to establish housing policies and goals to help meet the City's housing needs. This Housing Element is intended to direct residential development and preservation in a manner consistent with the San Ramon General Plan and overall requirements of the State Housing Element law.

The City Council and Planning Commission held a Joint public hearing on May 17, 2022, and June 21, 2022, to discuss the 2023-2031 Draft Housing Element. See the Get Involved page for additional details regarding the public hearing dates, times, location, and agenda availability.

The Draft 2023-2031 Housing Element was available for a 30-day public review period, from Friday, May 13, 2022, to Sunday, June 12, 2022.

The Existing Conditions and Trends Workbook tells the story of San Ramon– where it has been, where it is today, and the trends that will shape its future.

The Workbook focuses on providing foundational information about the physical, natural, cultural, and economic conditions and trends that sets the stage for updating the General Plan, Housing Element, and Climate Action Plan.
